Why Are Objects Going on the Wrong Layer?

In Civil 3D, object layers are controlled by the Object Layers tab inside Ambient Drawing Settings. If these settings are misconfigured, Civil 3D will place objects on unexpected layers, leading to messy drawings and confusion.
